I'd love to have more impact assessment, but I'm skeptical of the electorate as judge of such assessments. While any particular election process can be improved, I fear democracy in general will always have the drawback of relying on less-expert opinions. This drawback should be mitigated against, especially as the complexifying world demands more expertise.
